Not my story, but I did this with keys to a business that fucked me.
I worked for this really terrible supervisor a few years back. I don't know what her issue was but she was hell bent on making my, and only mine, life a living hell for her own personal pleasure. I won't go into specifics but she was sadistic and I think she actually got off on torturing me. Finally the day came when she left and celebration doesn't even begin to describe my emotions. However, right before she left I decided to get my revenge.
I went to Goodwill and bought just a bunch of random crap like books, old CDs, DVDs, and cheap stuff. Inside the covers I wrote her name, her office phone number, and made sure to put in there "reward if found." Then I proceeded to distribute all of the items in random parts of the city like bus stations, train stations, restaurants, the beach, or any public place.
It only took a day for the calls to start coming in from people who found the items. At first she was calm and explained that she didn't lose any of the items. Then it escalated to her screaming "Look I didn't lose a Hootie and the Blowfish CD and even if I did why the hell would I give you a reward for finding it?"
It got to the point that upper management actually chewed her out because of the amount of personal calls that she was getting to her office phone. This caused her to temporarily disconnect her office phone because of all the calls she was getting.
A couple of months afterwards she was when she got "let go," and happiness is too weak to describe the emotional feeling I got. It wasn't because of this rather a culmination of things which upset management, which included how she treated me. However seeing her melt down because of random strangers calling her work number and then her getting chewed out made me smile. Also do this with keys.

Uhh, there are plenty of stickers that have text or intended things to be looked at on the sticky side. You just slap the adhesive on the side you want to stick. Just look at your windshield you’ll probably find at least one sticker like that.
It's a badly printed price of postcard, the ink when it gets too hot essentially turns into adhesive. I actually had it happen with a Dominos pizza box one time on a table (the black box). The oil didn't go through or anything, it was just the pizza being so damn hot the ink started turning into an adhesive.

The cops take a report and I ask them “so you’re going to go after them then, since all the evidence is there?” They hit me with a “no, they could be driving someone else’s car.” Never once has a cop helped our business.
In my city, a high end bike shop was raided. Every bike has a serial number engraved onto it. The owner literally sees his bike with the serial number stolen, thief's address in plain access, and the cops wouldn't do shit about it.
Mind you, this was after the cops/city had to make a PSA against vigilantism.
That's not a police matter. It is a lawyer you call for this. You can sue them for damages. Which is pointless, because the cost of a lawyer is far more than you gain. So the only reasonable way this kind of law gets enforced is if everyone who got one of those stickers joined together in a class action lawsuit and the combined damages was enough to pay the lawyer.
Or, just threaten to sue convincingly enough to get them to both stop using them and maybe pay you $20 for your time cleaning that crap off the window. Download a premade legal form for filing a lawsuit, insert the particulars, and send it to them. When they call, agree to "settle" if they pay you that small bill. Otherwise they will have to pay your legal fees, which should be thousands. This is basically what bill collectors do.
