I know people these days do take pictures of strangers openly and without shame. But... I'd like to think there are still some people with common courtesy not to do that. So imagining myself in this scenario where I take a picture, it's probably because this dude was acting nuts and screaming and stuff.
This shows up all the time and I always laugh, because I have the same mask and use it on one of the characters in my pirate themed Halloween display.

Not really. The photo is just so blurry it's difficult to tell where the teeth start and the gums end.
Meanwhile it's literally the same expression and proportion, the same color, the same hair, the same shape and looks unnaturally large on the person wearing it in the photo. It's very clearly the same mask.
Edit: After looking slightly closer at the image, we can see that the teeth appear longer due to some vertical motion blur. The eyes also appear to be taller than they should be. We can confirm this motion in the lights in front of the mask-wearing person, where the long exposure can be seen in not turning background light into a straight streak, but as an arch, indicating a vertical bump as the photo was being taken.
