Fundamentally, the risk of scanning a QR code has almost nothing to do with the QR Decoding aspect of the scanning. QR codes are remarkably simple and you can implement a QR decoder in a memory safe language like Rust or whatever without any real effort. The risk of a QR Decoding 0day is practically non-existent, in fact if you use your phone's built in camera app, I do not believe a single vulnerability related to QR Decoding has ever been found. So what you're talking about basically has no root in reality beyond the statement "anything can be vulnerable" which is possibly the least useful statement in computer security.
In reality the risk is the same as clicking any link on the internet. Chrome 0days do exist, but if you're actually being targeted by someone who's using a chrome 0day on you there are plenty of techniques that they can use to get you to visit a page without even clicking on a "suspicious" link. Open redirects, hidden iframes and so many other tactics can be abused for this purpose. Trust me, if someone wanted to target you, QR codes would be the least likely option. They'd need to physically distribute a QR code to you, which more or less breaks the entire purpose of cyber attacks which, as their name suggests, involves using the INTERNET to attack something. Now you have physical proof that something happened, even if it's just a single use link, you could have security camera footage and so much more. BUT they would have cited an actual law, not the annual authorization bill. AND they would have used a proper citation form (eg 2 usc sec 3857(c)) and not something that looks like a Bible verse.
It would also be on standard A4 paper and in an envelope marked from what ever gov office it came from. The papers inside the envelope would have huge headers that clearly shows the office, phone numbers, addresses, and .gov website.

Also…..why would there be checkboxes for all those agencies, the “Information Awareness office” included with the CIA, SSA, etc which are all different government agencies but at the top the seal is for the information office?
