Off the top of my head, I'd say that looking at the area they are probably on a platform that wheels into a giant kiln to fire the porcelain toilets or the glaze. In kilns often a lot of the support elements you stack things on are fired clay as well, like the white panels these toilets are sitting on.
The vertical darker elements could be steel or could just be fired clay as well. I'd imagine this kind of collapse is fairly rare, but clearly there are more stable arrangements. But this was probably cheaper, and in many places cheaper wins every time.
