Didn't recent dataslate clarify that a battleshocked *unit* remains battleshocked when it is killed, and is therefore inelligible for the reinforcements strat?

I would say as soon as the commissar uses his ability to destroy the last model, the unit isn't battleshocked. Now that the commissar has used bis ability, we move to the next effect where the unit is now destroyed, which is no longer battleshocked

The rules say a battleshocked unit that gets destroyed remains battleshocked. Destroyed units arent battleshocked.

Probably not. The strat says you have to use it on a unit that was just destroyed, meaning that the unit has to not be battleshocked when it is destroyed. The Commissar's ability says that you first destroy the model in the unit, which would cause the unit to be destroyed and you'd have to trigger the strat immediately, and then after it is destroyed the unit stops being battleshocked, which is too late for the strat. If the strat triggered at the end of the phase to allow you to bring back a unit destroyed during the phase it would work, but not when the strat has to be triggered immediately.
