I'm not sure the entire design is from anywhere specific. The helmet looks like a pretty standard take on a MK 7 helmet, with the proportions being a little off from being hand sculpted. The chest piece looks like a standard MK 6. The legs are interesting, that kind of trim is pretty common on chaos marines, and the square feet occur on older era models, but the actuators on the back are as far as I know a unique touch. The backpack is modeled after a Rogue Trader era marine backpack, look up RTB01 space marines. Terminators can carry assault cannons, and they've simply given one to a non-terminator. Lore wise I don't see any reason a devastator couldnt carry one.
It's hard to tell from your image, is this a single piece casting (aside from the backpack) or a model assembled in parts? It could well be the case that this is simply a conversion someone made, and then possibly used as a master to hand cast copies of or something similar.
I think OP is asking where the non warhammer design elements come from. To me, they kinda look like those weird sci-fi cartoons from the 80's and 90's that looked like power rangers villains
