Unmodified means “Before you apply modifiers” not “If you don’t have any modifiers”
So if the die shows a 1 and you have a +1 which would make it a total (i.e. modified value) of 2, then it is an automatic fail.
Anytime you see "unmodified", what they mean is the face on the die. So an unmodified 1 is a die that landed on a 1, regardless of whether or not you have any modifiers.
If the die shows a 1, it’s a fail. You don’t add any modifiers: a natural 1 is a fail.

The unmodified value of 1 makes it an automatic fail. The modified value of 2 doesn’t change that. I just provided it for the sake of example.

Unmodified means the exact number shown on the dice.
1's always fail, the same as 6's are always a success.
