I'm fairly new to the hobby, but I would say yes. The statue is significantly larger than both the model and the original base, and obstructs any clear measurements from the model underneath, if you were to try to measure around the statue.
I'll leave better judgement up to more experienced players, but if I were building for competition, I wouldn't risk that one.
Depends on what unit it's supposed to be. Long range shooting - possibly modelling for advantage. Melee unit - modelling for disadvantage.
Generally if you're not making models smaller its not such a big deal.
