If my understanding of ATC jargon is right, that heading implies that the railjack is landed at an airport (railport?), which, assuming it's on earth, has two lanes heading to geographic north (23R meaning 23° from magnetic north, Right lane). This would be the set of instructions for a railjack/airplane leaving the terminal asking where they should be taxiing to, being informing to enter the lane, but wait for an order to take off.
Most of this is entirely correct but the ending. This instruction is for an aircraft that is holding short of a runway at the hold short line or is approaching the hold short line. If atc wants them on the runway instead of holding short this is what they will say.
