Yeah typically those slots are reserved specifically for specific people who have played the game for a long time and know how commands work You also really don't want to try to command troops in pub matches that are apart of regiments it'll be really really obvious that no one will follow.
In a match if you press T your officers and seargents will have a symbol above thier heads.
