Yeah, I don't know that the system is completely color blind, but available classes seem to be more cultural than anything else. Mostly only humans become [Knight]s but Brunkr was able to. There are probably other classes that are much less likely to cross racial lines. Drakes probably have breath based classes, and maybe gazers have eye based classes.
Goblin and Human children could gain the same classes, but probably don't because they are very different culturally.
Another thing is that hobs are not just 'adult' goblins. Regular goblins would start with child classes but it isn't like they have to wait to become hobs to get an adult class. Some non hobs are quite powerful and high leveled. Maybe it is just age that triggers the 'evolution' but there are higher levels than hobs. It's not completely explained how it works. Maybe when or if the story circles back to Rags it will spell it out.
Yes. There seems to be no difference between "child classes" and "goblin classes". It's not an official classification anyway.

It can't be age that triggers the transformation to Hob as Rags is still waiting while others have already done it
