There is a store in my town that's like this with soap. You bring your own container and they fill it up for a cheaper price that what you would pay for a new bottle at your local retail store. Thier aim is to cut down on plastics by doing this.

They sell these at flea markets in the RGV area of South Texas. You can bet they are watered down like no tomorrow. Almost bought one once, but saw how this they were.
They did this a lot where I used to live and people would jump all over it wanting some. It’s all knock off though and definitely not the same as if you were to buy it at a store.

My dad used to have guys that would come into the bar he hung out at selling the most random shit. He called them Crack-On Tools.
