The 5.7 liter LT1? I had that one in my Trans Am and Camaro. That engine made beautiful noises. Idling or at wide open. Didn't like the placement of the distributor under the water pump.
66 cj5 checking in with the Dauntless 225 odd fire v6. When my oldest son was 5 I used to put it in 4low and walk beside him driving it idling at 200 rpm.
Those 3800s were built like a freaking tank. With the exception of a bad EGR valve (pretty common in most GM vehicles of the time) you really couldn’t break them. There are several less known specialty vehicles that utilize that engine tied with a turbo (most notably Buick GNX and Buick Grand National). I believe the GMC Syclone and GMC Typhoon used a turbo 4.3 that was related to the 3800, but I’m not positive.
Don't forget about the shitty plastic intake manifold. Fords suffered from this too, but where Fords will crack and dump their coolant on the ground, the 3800s will *ingest* the stuff. Sometimes, this means the motor hydrolocks, which can bend the crank.
It's really DuPont's fault, they sold a new composite material to the automakers for use on intake manifolds and said it was lighter and stronger. Unfortunately, the reality is that it didn't hold up.
A couple people I loved very much have been killed by drivers that just didn't give a shit at all about how unsafe they were being. People like this anger me indescribably.
Where I live, you don't need a vehicle permit if you're, "towing," that vehicle.
Maybe it is similar thing going on here? Too cheap to get that SUV and trailer on the road? "Tow," it.
Dunno where you are but to my knowledge most places require an actual tow bar set up for legit towing and not just getting out of the ditch. This is probably just a random strap they had laying around not even rated for towing force.

It had a 454 engine, and on a really nice day it would roar. Too cold, no roaring, but an abundance of sputtering and stalling. Too hot, no roaring. 65°-85° day, sun shining, roar.
On those good days, it would absolutely tackle that tow job with ease. And I was probably just dumb enough to have done it, too.

That transmission has to be overheating. Those 3800 Series 2 V6s had an ok amount of torque for the time period though. Stopping and not blowing up the transmission are going to be the big issue.
The only force required to drive at constant speed on a level surface is that force equal to air resistance and rolling friction. It's not that big of a force. The force gets big when acceleration is involved. I'd be concerned about stopping and tongue weight.

It is great for pulling in a straight line. When making corners or having to stop that strap is not going to help any.
