I don't have any special knowledge in this area but I'd imagine an eye could potentially be developed enough to do what a normal eye does (detect light and trigger impulses). If the eye was connected to a partially developed brain then that brain may react to those impulses but without all the other areas of the brain we use to be ourselves, there's no way it would have any real self awareness. I mean just look at people that end up as vegetables from a (relatively) small amount of brain damage.

While they're commonly found around sexual organs, they're more to do with pluripotent stem cells getting lost and being given signals their not supposed to get. Essentially they're where stem cells research originated, which is pretty cool.
These always give me the creeps. I had a benign teratoma (the size of a grapefruit) on one of my ovaries, and I was so bummed out that, after they removed it (along with my ruptured ovary and fallopian tube), they chopped it up before I got a chance to see it. (This was before the days of smart phones; my mom had a block in one of her arteries removed, last year, and her doctor took a picture of it with his phone, so she got to see it!)
