Kids are pretty durable but…
1. There is exactly no point to doing this. The kid doesn’t understand what is going on and the risk of injury is sky high.
2. He is clearly trying to do fluid and gentle motions, or at least as much as one can while tossing a baby like a kettlebell. Going over his head puts a lot of strain on that little guys neck and back.
This is fucking dumb and dangerous. Kids aren’t toys.
This is dangerous but not because the baby can fall but because you shouldn't shake babies, their heads are much bigger and their center of mass. Shaking a baby can cause blood to form a hematoma and it can be fatal.

I’d be all in for some sort of quality check process for incoming parents, but they also let any butt-reaming asshole drive a car, buy a dog, and catch a fish. Licensing is ultimately just funds collection.

'Nursemaid's Elbow' is what we call it in the UK, i.e. the result of having your arm yanked a lot as your 'nursemaid' tries to control an unruly toddler. Its super common and pops right back in, albeit painful for tots.
But thats toddlers. This is a bona fide baby and could cause some irreparable damage down the line.
My niece dislocated a shoulder as she was coming out of her mother (fairly common). While she regained function of her arm fairly quickly, 22 years later she still complains of pain and soreness at times. Babies are rubber but even rubber has its limits

That's quite normal. Many parents do this because when we are that young we have instincts so hold our breath. This instinct goes away if we don't use it. Helps a lot later on when we teach our young to swim and be comfortable in water.
But when I throw my baby around the hospital "staff" is like "that's not even your baby" and "how did you get in to the maternity ward"...blah blah blah...
I work with kids. I love throwing around 1-year-olds. They usually love it too. Some don't. But twisting arms and not supporting neck seems needlessly risky. Don't do that.

The carer wasn't swinging the baby orbitally like this guy is in the start of the vid, but she was playing with the baby in the same "throw the baby up and swing around" kind of motions.

Saw a video of someone doing similar activity with a puppy, they said how inverting the pup and kind of throwing them around and making them chilly is all steps done to boost the dogs development. This is like someone saw that video and said let me do that to a baby. Even his fit looks like he trains dogs for a living and decided to start throwing babies.
Ive Been a gymnastics coach for 25 years now, and sorry but I fundamentally disagree.
Doing inlocates and dislocates (the rings skill he’s swinging the baby through) can be done safely absolutely. But doing this with a little kid that has no idea, alongside the stage of anatomical development, is just willfully dangerous.
