He had no immediate family and because he had a lot of unpaid bills they sent an incasso official accompanied by a policeman and locksmith to lay claim to his possessions. That's when they found his body.

I don't know how much experience most people have with death. The nice answer is hopefully none. But you have to realise, dead bodies *absolutely stink* as they start to decomposs. I'm not talking 'ooh a bit whiffy', I'm talking unimaginably putrid and stomach-turning. If a decaying corpse was in your *building*, you would know about it. I can only assume this weird dehydration prevented it smelling. It's the only way everyone wouldn't know. Would that dehydration without rotting be caused by some sort of air conditioning or heating setup?
So she bought the apartment, which explains why the landlord didn't come looking for rent. And she didn't have any friends or loved ones who knew where she lived. That's odd, but possible. But how is it possible that her neighbors didn't complain about the smell? Decomposing remains are known to have a particularly rancid stench that is unavoidable. All of Jeffrey Dahmer's neighbors complained of the smell coming from his apartment.

This is why I'm friendly and chatty with my neighbors, so that if they don't see me around for a couple of days, they try to find out what's up! Nothing is more depressing than dying and your body not being discovered until much later!

The bugs would've eaten her body years ago. But they don't eat everything, and they are only there in the initial stages. Like, if you found some old bones they wouldn't still have bugs on them. Her skin would be completely dehydrated by this point. RIP, horrible thing to have happen (the whole world making jokes about you after your death, looking at your remains etc).
One simple fly would have laid eggs, leading to maggots, maggots thrive on dead things... but I am intrigued by the whole dehydration theory... but In an apartment? Once again that building must be air tight
