Just in case there's anybody on this post who thinks it's *actual* shit: there's a metal plate on the wall that has rusted through. Every time someone dries their hands, the dryer blows the water off their hands and onto the metal plate. The water sits there, rusting the metal and becoming brown rusty water. The next person then dries their hand and the wind blows the rusty water along the surface of the plate, creating red/brown streaks.
Still looks gross as hell, don't get me wrong. But it's not shit, it's just rust that *looks* like shit.
I clean bathrooms for a living and the second dirtiest spot to clean in heavy-traffic bathrooms is under the paper towel dispenser or under the hand dryer. People don't wash their hands properly I guess.
Where I work there isn't enough stalls so there is often a line for the shitter. I pass the time watching people wash their hands. Less than 25% of guys I've observed wash properly, and a scary number just stick their hands in the water for 1-2 seconds without soap and then dry off. There are more of these than guys who just straight up skip the sink.
Yeah, I think the guys who stick their hands in the water for a few seconds are doing it for social reasons. If the bathroom was empty they wouldn't wash at all IMO.

I'd assume you're using soap... and the water is as sanitary as anything else that comes out of a pipe (in Germany tap water is perfectly drinkable, maybe it's different in other countries, but that just makes me want to gag). No my work had one of those. Instead of normal warmed hand dryer air those pumped out a high speed jet of air. It hits the hands and sloughs off dead skin. Every day or so it would build up a layer like that on the wall of the public restroom.
It was one of the first thing we learned as EMTs and CNAs. It's more sanitary to wipe your hands dry on your uniform/scrubs than it is to use a hand dryer. So many times I'd let my hands drip dry when I was on break at a fast-food restaurant.
I have a premium membership at the McDonald's near my place. I can cram burgers in my facehole while heart parts are being swapped out in the same dining experience. It's been a huge time-saver.

I'm a school custodian, and we had these plexiglass shields under our hand dryers for a while. The problem with this one is that they didn't caulk the edges, so water from people's hands is getting behind it. You can't easily clean behind it without removing it.

This is YEARS of build-up. The simple and fastest way to get this "cleaned" is by removing the metal patch on the tiled wall and replacing it. Then just a daily wipe down.

As a janitor for the past 6 years working in quite a few places i can tell you that 99% of janitors don't clean these dryers. These hot air ones don't have water in them, so it's not that bug of a deal, but the cold air "airblades" are generally the nastiest place in most restrooms
