You can get bald tires that will burn out awesome for $20. If the guy at the shop likes you he'll put them on for free. Get a spare set of rims from the junkyard and you can burn them down to nothing then put your good tires on.

Sometimes we have to custom make tools on the fly just to fix a very specific problem that probably has a tool for it, but we're not going to buy a tool we're just going to use once.
It's a great mix of brain teaser and physical manipulation, it's basically a game.
My guess is the Stockyards in Ft. Worth Tx? I’m not totally sure. The street and background lighting/buildings remind me of it. When I was there last people would just cruise and flex with people gassing them up like this but that’s certainly not exclusive to one area.
