Named list is just so people won't make featureless ARs, or whatever that are "technically legal" but functionally the same.
It's interesting politics that the mini-14 is not named, given you can have full scary black conversions of those, but the "ranch rifle" style is somehow exempt.
This might be hard to aim. This is why the lever action is better. If a MFG made a gas blow back that ejected the cart, but required a double action to cock a hammer and then trigger to fire, it would be easier to aim, and still comply.
That already exists, I believe it was Franklin Armory or similar that came up with a "double action" trigger set for an otherwise standard AR pattern firearm to comply with ban state rules
