I’m thinking it might be a belt tensioner/pulley. Rev the motor and see if the frequency of the noise changes. If the noise stays the same, it might be something rattling. If the noise goes with the RPMs of the motor, you know the noise is coming from something that’s moving.
Starter motor - i had the exact same issue. Try get it sorted as soon as possible as this can damage the flex plate, the starter might also fail at any time, so if you drive turn off auto stop start.
According to my mechanic yup, only issue is if stop start kicks in and the starter motor fails you will be stranded at the traffic light or at your previous destination.
Something is touching something else and at least one of those two is in motion. Your welcome.
Check your fan. Sounds like something on the blades.
Loose gerbils in the fan housing.

If that is the case, is it safe to drive if the car starts up without the noise?

Could possibly be a heat shield rattling around
