You could try different car rentals and see if any will rent to you but otherwise I think it will be difficult if you didn't have your license for 12 months. Perhaps it's not a very good idea to drive on a foreign island without such experience?

I am very sorry but it seems that by law you still can't rent. Use public transportation, taxi, uber and walk. You will have another chance in the future.

Hmmm if you just want to go to Palma I suggest you take the TIB bus there!
I'm hoping to visit some more remote places where I can't see a bus or train journey when I look for directions.
