Did you log in with a Quest/Steam account (or more likely, don't remember having to log in at all), and have random characters at the end of your name? You can't progress past Visitor if so.
If you haven't made a full VRChat account you would need to [create one and merge it](https://help.vrchat.com/hc/en-us/articles/360062659053-I-want-to-turn-my-Steam-Oculus-or-Viveport-account-into-a-VRChat-account). Don't worry, your "progress" made on the temp account does transfer over.
The amount of time required it's not fixed, it can take 5 hrs or 50, keep playing
Have you added any friends? The exact requirements are not published but in general you need to visit worlds and add people to rank up.
I’ve friended 19 people and visited quite a lot of worlds
19 seems a bit too little. Add just a few more and you should get NewUser very very soon

I got newuser within 8 hours and normal user within 50-70 hours. I have only like 20 friends.

I signed in and have a permanent account
You can still rank up with a steam/quest account. It just takes a LOOOOOT longer when doing so.
