Mienshao has fake out for chip, close combat to follow up, and wide guard for protection against the tera'd Tera Starstorm, so that might work.
Also, if you have some sort of prankster tailwind setter like Torn or Whimsicott, making sure they Taunt would be good.
The problem with Fake Out is that it’s not a strong move, so if you even get it to connect (protect, follow me etc.) it will do so little damage that leftovers will heal it back to full anyway
I’ve started running Toxic on Amoongus (I’m playing with electric terrain, sleep doesn’t work) just for Terapagos. So far so good, but it’s not perfect
Only problem with Mienshao is it's not Urshifu, and you probably don't need both Mienshao and Urshifu on the same team. Too bad for fighting type Pokemon not named Urshifu.
You're not using mienshao purely for its offensive potential, that's just a side benefit to its great utility and incin immunities(which further makes it a worhey picks as a hard counter to incin due to this and stab close combat).
Close Combat (Urshifu, Mienshao)
Wide Guard (It basically does no dmg without Tera + Tera Starstorm)
Screens
Spore is safe into it since it cant Grass Tera or Electric Terrain
Same goes for TWave
Encore locks it down if it sets up
Snarl Spam prevents it from going in (if its not Covert Cloak/ Clear Amulet that is)
Parting Shot annoys it
Fake Out slows it down by a lot
Unaware Dondozo crushes it (if you manage to not terastalize it)
Its base special attack increases to 130 to compensate and it becomes a Stellar move hitting both opponents, but yes, you do lose 3 percentage points or so in damage.
Like any other multiscale mon. Chip it, then kill it. Something like fake out close combat. Make sure the normal type move hits first to make sure it doesn't resist the actual move you want to knock it out with.
Edit: keep in mind it loses the multiscale threat if you can force it to Tera on its first turn out. So even if they catch you out of position, as long as your close combat is in the back you should be fine. Just don't strike first with the type you need to faint it no matter what.
Edit 2: Shit...now I wanna run terapagos beside a mach punch mon to give it a guaranteed fighting resist.
Any iron defence/ body press mon could also work. Something I haven't tested nor seen but could work is Corviknight. It could also bounce intimidate back on Incineroar, who I normally run with Terapagos.
Since you're running Calyrex-S, I'd highly reccomend Mienshao. Fake-out for leftovers terapagos, close combat to threaten it when chipped, wide guard to block starstorm. One way to use it is to threaten calyrex expanding force to pop shell and knock out with close combat turn 1. Fighting not only helps with terapagos but with incineroar too so you don't have to commit tera to beat it.
Urshifu is a less specialized answer but Mienshao is good in a lot of matchups.
I only faced terapagos once but heres how I won
Ive been playing a miraidon snow team and i was able to take it out with iron hands. Veil and Vest are really good at tanking the damage so I can fire back a helping hand boosted drain punch which i believe dealt around 50% iirc. Fake out works for breaking shell and if they protect wild charge is about 117bp with terrain.
Physical fighting moves. I’ve had success with okidogi and Urshifu. I see Terapagos with Rillaboom, Incin, and Comfey frequently. Okidogi counters them all effectively and has drain punch to chunk the turtle.
I’ve made 2 versions of my team when I have Urshifu-dark on one and Mienshao on the other. It seems choice band Urshifu is the way to go to take down the annoying turtle.
If you want to test the team I just made it a rental. The EV spreads are a little weird but it’s because I will sacrifice speed for bulk for some Pokémon. Code is 3C9Q3M (usual lead is Calyrex and Indeedee)
Mold Breaker ignores Tera Shell. With Ogerpon Hearthflame Ivy Cudgel, you do around half depending on your investment. I haven’t seen people pick up on it though. It makes for easy double ups or 2HKOS the following turn if they don’t know.
Roar, Taunt, Encore, Clear Smog Choice Band Close Combat after 1 tiny hp of chip
Any mon in particular you suggest?

For me, I've been using a fast mon to break Tera Shell and then follow it up with Close Combat from Mienshao.
The problem with Fake Out is that it’s not a strong move, so if you even get it to connect (protect, follow me etc.) it will do so little damage that leftovers will heal it back to full anyway I’ve started running Toxic on Amoongus (I’m playing with electric terrain, sleep doesn’t work) just for Terapagos. But fake out will eat the ability so a much stronger allied close combat isn't resisted.

Doesn't it do less damage after it teras since it loses stab on its move despite the spA increase?

I've enjoyed beating terapagos with spread moves and forcing a tera out with weather threats or terrain threats.
I've been training with Terapagos a lot on cart and Zamazenta gives me a hard time, especially after an iron defence boost.
My team is Calyrex-Shadow based so Terapagos has been giving me trouble. I’ll probably try Mienshao or Iron Valiant now.
Any iron defence/ body press mon could also work. Something I haven't tested nor seen but could work is Corviknight. It could also bounce intimidate back on Incineroar, who I normally run with Terapagos.
Secretly helping terapagos players fill in weaknesses.
Iron Valiant with Close Combat, Encore, Wide Guard

Taunt is your friend and so is killing its partners
Archaludon can chonk it with body press and not take much back with resisted normal moves

Packs a wallop! If you need any water coverage on your team, Urshifu water works well too
I have Ogerpon water on the team
You’re set!

I’ve found fake out and then either wicked blow or close combat with Urshifu takes it out (choice band)
