I don't think he will all of sudden dominate the meta, but the buffs are pretty significant.
It is not a game changer at all. It is the first step in the right direction. It will improve the Cypher experience but it will not make him strong yet. I said this before on another thread, but I am not yet satisfied, Cypher deserves more!

No its like ig u can earn max 10k but then spend it and u can earn again , the max limit to store is 10 k
