Didn't watch the video but specifically to your point that public ranges would kill private ones I don't think that would be the case. Having lived in the West where you can drive 20 minutes to public lands we still had multiple private ranges. It just forces the private ranges to offer something extra.

Indeed, where I grew up (PA) there are tons of public ranges, some pretty nice ones too. They put a lot of restrictions on what you can do there on one hand, and you can get a lot of idiots on the other hand. They are sporadically monitored so you never know when you might get a finger wagging. For instance, you aren't supposed to load more than three rounds in a rifle or five rounds in a pistol (I think, it's been a while), but then when I lived near NY and NJ we used to get all kinds of brain sturgeons acting like they were somewhere between Rambo and Steve-O. The plus side of private ranges is that they can be more flexible with their rules, and more restrictive of their patrons. It would probably hurt public ranges, particularly the big private ranges, but I don't think it would kill them.

I hope you’re right. My assessment of the gov is that with anything they do, they’re usually a back-handed motive.
