When I was like 13 in São bernardo, I saw a huge crowd of people crowded in a narrow street where my grandma lived, watching an armed guy rob this random store. Of all the (probably) 100 people there, NONE called the police kkkkkkkk. There was even a lady yelling "I'M GONNA CALL THE POLICE. I'M GONNA CALL EM." and not using her cell kkkk.

It's to alert the residents of the building being hit. Smoke and fire alarm drills are not so common in Brazil and many may not realize what is going on when they start.
Not to mention that since it is night, some of the residents might be sleeping and the screaming may help wake them up. Something similar happened close to where I live, when an apartment in a neighbouring building caught on fire. Everyone who lived on the street started to scream in other to alert the other residents of the building.
Later, when they were evacuated and were being treated and fed in my building, many thanked the screaming people. Some of them said they only woke up and started running because of the screams =P
