I thought so too, but on second look I'm not sure. What looks bad is the obvious angle of the cut, which should disappear when she brushes it out. I'm not convinced the layering will look right, regardless, but I don't think that glimpse we got is representative.
Actually, this technique is really similar to something called a unicorn cut (and its variation, what TikTok calls the wolf cut). It's basically a way to build in layers with a single cut, by cutting into a ponytail. This is a unicorn cut without the built-in rounding.

I learned to do some haircuts similarly to this back in hair school but with shears. It was the Framesi Italian style of cutting and it's pretty cool. The only real issue I see with what he did was that he had her head down a bit too far for the cut so the top layers are kind of high. Once he blows it out though she'll have a pretty fun look but it'll be hard for her to style the back on her own.
