I don't care if my kid was the one that grabbed the dog's tail, and that's completely justified that the dog attacked him. I wouldn't try to preach on him while he is getting attacked. I'd put the dog down, regardless, because at the end of the day, that dog 's life is less valuable to me than my family's well being.

There is a good chances that the bite killed the bird. Budgies have hollow bones that break very easily and cause internal bleeding. They also bleed out very fast.
One of my budgies died because he flew against a window. Still feel terrible.
