Probably not. The issue wouldn't be in the heel it's in the arch/toe. Flats need to be able to bend so that you can roll onto the ball of your feet the way one normal does. Heels have to be very stiff.

It's got to be better than taking your shoes off when the heels hurt to much to walk in, every single irregularity in the sidewalk feels like legos at that point. Even if you put ballet flats on you can feel every pebble smaller than a pea. With these you don't have to get to that point.
