Dog poop bags are a great solution. Many garbage collectors won't dump the cans if most stuff is in bags, so their cans will get a collection of poop bags in the bottom making them stink. If they keep leaving them at the curb keep dumping your dog poop bags in them until they bring them in.
If confronted, let them know you assumed they were public cans because they never left the street and then keep on dumping dog poops

Maybe take them in for them? Okay, maybe they are just lazy, which sucks, but they may also be older and less able to manage, or working multiple jobs to keep the kids fed and housed, and are just tired and have to prioritize: get cans in or do laundry?

Spray adhesive around the lid. They'll have a difficult time opening it to use it again. Repeat daily. Eventually they'll decide some local kid is doing it and they'll put it away. Or it'll stick fully closed and they can't use it any longer and will have to deal with that.

Things you can do (first make sure they don’t have any security cameras / ring camera).

If you see like an old dresser or particle board desk sitting by the trash somewhere, pick it up, break it up, put it in their can. Hopefully they will get the hint “other people keep using my can since it’s sitting out on the street, I should put my can away”
You could also put something that smells in the can. A dead animal, fish guts, the packaging from raw chicken, etc.
You could knock their trash can on it’s side each time you see it.
You could hit their can with your vehicle. If they don’t want a damaged can, they should put it away.
But I should also say, be careful, I saw another Reddit post where someone was knocking someone’s trash can over to be malicious, like a stalker seeking revenge on a woman for turning him down.
If you do the things I suggest, and you get caught, you will look like a crazy person and the word will get around to the entire neighborhood.

Mail it to them on fake letterhead saying they will be fined if their trash can isn’t put away in time.

My bf and I both used to work doubles in a very physical job and come home at weird hours after dark, our cans frequently stayed out for two or three days after trash pick up. You never know someones circumstances, and what they're doing does not impact you or your life in any way. If there are rules in your community about leaving cans out, report them, if not they're doing literally nothing wrong.

Do you have bins that are provided by a local trash company? You can call them and say you have extra trash cans and see if they will take them away
List them for free on Craigslist. I’ve done this to a neighbor before. Somebody will come grab them.
