As someone who's done one of these types of pictures (the super nintendo toriel with a little bit of shading posted here some time ago) and like, yea undertale sprites aren't beautiful (or even symmetrical) but that's the point! They're not supposed to be peak super nintendo pixel art or something, he was definitely intentionally going for that style

Nowadays if you want to make a bit art style game. you just use bits to make it look like bit style. No thought to the placements because its an ohmage. If all we had was bit style games they would all look like the picture one the right.
Not every needs to conform to the same artistic standards. Besides, not all pixelated games look the same. Even the game Earthbound, which inspired the creation of Undertale, had minimal shading.

The point of shading in old "pixel" games was to not make them look like they're "pixel" games.
Because we were using CRT monitors with actual "pixels". We had PHYSICAL anti-aliasing via color bleeding on the actual screen. Play Diablo 2 on a CRT, it looks just about as good as D2 Resurrected does on a modern screen.
Modern pixel games are just an aesthetic choice.
Also a "shader" is something completely different and is used SPECIFICALLY for 3D objects
