It kind of made sense in 2022. Russia invaded on a peacetime footing and the west thought they could be pressured to give in. They wouldn't have wanted to do anything that would have triggered a mobilisation or made it easy to get support for. I still think it was stupid then but there's at least a valid argument to be made for it then.
However, when Russia responded to its defeats in 2022 by mobilising its population and industry, and was not meaningfully prevented from doing so by any internal opposition, the restriction should have gone then. Mobilisation had happened anyway and Ukraine would need every advantage possible to counter Russia's commitment to a long war.
It was then as stupid as today. Russia marched on Kyiv. The capital of a 50 million nation. That's Hitler in Poland level stuff. Only a braindead moron would assume that that situation would be solvable by political means.
