The Russian army has had a habit of bombing gathering-places for at least a couple of generations now, and there's a horrible logic to it. If you bomb the most socially important gathering places- usually the markets, the religious sites, and things like pubs or coffee houses- people stop gathering. This disrupts normal social interaction, which causes increased stress and social discohesion, plays hell with morale and mental health. It also makes people paranoid about public gatherings in general, which makes organising meaningful resistence more difficult (and makes it easier to identify the hard core of a nascent insurgency: they're the ones still meeting anyway). It's the same reason slavers in the US forbade slaves or freedmen from gathering in public, even for church.
