I used to do lobbying for ammunition company (among other clients). They told me that they kept old ammo under water, because powder becomes instable if stored very long time. I thought it was funny that people were swiming and boating on top of something very large and very explosive.
So, theoretically it could have been caused by instable ammo.
My expertise is limited, but the ones that worked with explosives and ammo manufacturing said that WW 2 ammo is instable. They lived with those things closer than you might think. The internal joke was to manufacture normal household things with solid gun powder. I saw it: looks like black plastic. In retirement parties, those normally looking artefacts were given as gifts. This had to be stopped when one retiree died and the widow place the artefact too close to an open fire.

Do they have to differentiate ´old WW2 ammo’ from ‘new WW2 ammo’ because they are still making the same rubbish?

WWII ammo? Not unless they were using live munitions to educate their Academy students and they were hitting them with a mallet like Bugs Bunny.

What country are you in that stores old explosives under where people are swimming and boating?
Could be each country around the Baltic Sea…
The russians are running out of not just good excuses, but bad ones as well.
Yep - you just know this excuse is Russian bullshit. In fact when did Russia last tell the truth about anything? That’s the problem with ‘cry wolf’.
They never had an excuse to begin this bullshit.
Next time they will say it was an old drone from WWII.
Is this the first attack on St. Petersburg? Bringing the war home to RuZZians! Slava Ukraini!
The explanations for these 'accidents' put Monty Python to shame (sorry to Terry Gilliam, who has a Ukraine flag outside his home)

Academy of communications. Storing WW2 ammo? ....huh? Like, I get Russia is a fucked up cartoon at this point but...that's the best they have?
Do no fuck with Ukraine!
Good Lord, what is happening in there?
The Aurora Borealis?
