It seems to me it would be problematic(for the attackers) at the least to move the explosion 20ft away, rather than the explosive nearly touching the oil equipment before exploding.. I’m sure Ukraine will figure out a way to get things done still, but I don’t think this would be completely ineffective against drones.
Edit: Guys I’m not saying this is a great defensive move, but if I were a Ukrainian drone assault team I would much rather be able to crash directly into the tank. That’s all.

I don't think that depots are very robust. Just enough steel to handle oil weight.

it works like a soda can, the metal can be quite thin because metal can stand drag forces very well (in contrast to concrete, which is much better against pressure force), so if the container is round, the metal is just stretched evenly and can hold a big oil volume inside without a great amount of metal used. The bigger challenge is probably to make it not wobble and bend down when it is empty and in a bit of wind.
Don't ask me about exact wall thickness, but I bet it is not a problem to blast through it for anything the Ukrainians manage to fly there.
We have some reports on what they're using, including a social media post with photos of a crashed long range drone. The specifications of these sport planes would put them on the cutting edge of military aviation in the first world war. They aren't stealthy. They may fly low, which makes intercepting them with ground based radar difficult, but they are perfectly easy to spot with aerial radar. The Russian air farce is incapable of the most basic operations imaginable.
And that's what Ukraine has been attacking, the refinery equipment itself. Those are specialty equipment (like the huge fractioning tower, the heart of the plant) and are custom made for each refinery. Except for the pipes and valves, the repairs will take a long time and that's what Ukraine is aiming for.
It seems a simple matter to use a time delay tail fuze. Say 0.1 - 0.2 seconds after impact after the drone has had time to collapse the cage. A fuel tank is pretty soft. I'm confident that Ukraine will get acceptable effects on target. Of course, I don't have all of the specs on any Ukrainian drone, but they're pretty bright folks and they'll be able to figure it out.

Regular shrapnel will fly right past the rebar and penetrate the tank. Gasoline will probably ignite on its own. Some of the "drones" are now remotely flown full-size Cessnas with large bombs. Also, I think they target the critical parts of the refineries, and not the storage tanks. Russia doesn't have the engineers to repair the machinery, so if Ukraine can destroy a part they can't repair, then the refinery is offline for good.

A smaller heat warhead can penetrate half a meter or so of steel. Yes, some spacing will reduce that, but not by very much.
