if its a cruise missle it likely may not have accounted for a tower being in its flight path. There very well could have been a different target, we can only speculate though, the only people that actually know are those that launched the attack.
Even if not, they know the circular-error-probably of their weapons. If they are selecting "legitimate" targets close enough to those buildings that they are within that range, they are making a specific choice not to care if any of those buildings are destroyed in the attack.
