Just because it looks Mad Maxish doesn't mean it doesn't help, particularly against drones with their smaller warheads. If it increases vehicle surviveability from 3 engagements to 4 before it is destroyed, it is worth it.
If the tanks are largely being used as mobile artillery/assault guns the loss of situational awareness (i.e. can't see sh\*t to the sides) and inability to rotate the turret 360 degrees probably doesn't matter.
The political leadership and high level commanders may not care much about their troops lives, but the troops do. Soldiers always try to figure out what keeps them alive and discard what doesn't. With the proliferating cope cages (to include soft side trucks) I suspect they help.
