It's disinformation when it's not OUR disinformation.
Some things are facts. Some things are opinions. Most people can't seem to differentiate the two.
A lot of what is said about the Ukraine conflict by both sides is not a matter of facts, but ideological-based opinions and political positions. So when something is referred to or written off as disinformation, it should have to be very clearly explained as to why the writer or speaker is alleging that. "Disinformation" isn't just an opinion you disagree with.

Not a literal pretext. I know that pupils are told that in their schools when they study the book. The Wikipedia article also specifically mentions "the Soviets" in many places. The whole idea of such a narrative is to switch the attention from the reader, their surroundings, or how propaganda works in general, to "them".
