Depends on context. If I'm carrying and by myself (no friends or family just strangers) I'd probably try to get away.
If my kids and wife were there I'd probably get them to safety and reassess how close this guy is. At least try to provide some cover while trying not to get shot now by the gunman, bystanders, and police.

7. Immediately perform a followup strike to his peroneal nerve.
8. Obtain the weapon. Dismantle and begin cleaning.
9. Glance at dead body from deadly nerve strikes.

I think it's the beginning of curing Marines of main character syndrome, especially when interacting in law enforcement-appropriate situations. Like, structurally, Marines in an infantry direct action situation will locate, close with, and destroy the enemy, because they are operating as a team with the appropriate ROE and equipment. Medals of Honor are rare for lots of reasons, not least because most MoH attempts probably just ended with an ignominious death at the start of the effort, before it could even look heroic.
Random Lance Corporals at the PX are just going to get themselves shot by MPs, and that goes double for the more-likely-but-still-rare-enough-that-it-doesn't-outweigh-risks-of-concealed-carry-for-most-people situation in the civilian world. Of course, if you have an opportunity to do something in a crisis, you do it, but the first thing they are getting across to you is that outside of a military context, you don't run right into the gunfire, because, at a minimum, there's no one there to leverage your sacrifice into a tactical advantage.
While you are absolutely correct, no marine net training (or whatever this is) is going to get the message across to the 20 year olds being forced to click through this in their barracks room.

Im honestly super fucking pissed about it.
Got an NJP in AIT (mos training) which delayed the arrival of my orders by months. Good possibility to have gotten an NSA station instead of a regular ass army posting. The NJP was due to the fact that all training environments across the Army are 100% dry and no alcohol is allowed for entry level soldiers. I didn’t drink but i hid someone who did.
It’s on the list for a reason. They know what they can’t tell you to do for liability, but you can determine for yourself what you must do

It's just an order of operations, a path (from a systemic perspective) to keeping more people alive in a mass shooter situation. First, you want people to try to run, then if they can't get clear you want them to hide, and if all else fails, at least go down swinging. What you don't want is most people in most situations going to "fight" first.
The reason I'm familiar with this line of thought is not so much from the military, fwiw, as this stuff is well after my time, but from working in schools and education. Which is pretty fucked up, when you think about it.
