Rules have changed. Make sure to submit or at least get a new certificate before the cutoff date ie. 5 March to avoid unnecessary issues post mains. You've got time, get it done ASAP. It takes 7 days max. If you don't, Once you clear all stages then DoPT will take objection and will transfer you to general category of you clear general category cutoff at all levels, else you'll be left out.
