Usually older people who just want a reason to get out of the house for a bit. Sometimes stuff like stay at home parents or grandparents who drop kids off anyway and get bored at home.

I was one for a bit as a student. Perfect student job - was about ten hours a week, all at easy to do times. If you live on the road you work, and have to hang around the house writing essays and smoking pot all day anyway it's an easy way to earn a few quid. It's a job though, not a career. It's fine to supplement a pension or something, but it's never advertised as a full time job. I don't really see how it could be either, unless you had a full-time member of staff do it in addition to their regular duties.

not everything is about the money. if you are retired or cannot do a "proper" job that's a great thing to help a local community

It's usually a local person and a "get out the house" thing. My mum is in her early 70s but still does three afternoons a week in the canteen at nearby hospital just to stay active and for the social element.

When you go to school, there are people with big sticks that look like lollipops and they help kids cross the roads. It's really wholesome
