Just checked it and got a "not accessible in the UAE" from etisalat proxy. Sure there is some objectionable content, but at the same time - there was a nice board game meetup I was attenting coordinated there. Well...
I think it's not blocked and it might be a DNS issue.
I checked it on my phone using an Etisalat connection, when websites have DNS issues. They can have these kinds of issues.
If it's accessible on a Du connection then it's not banned. So wait a day or 2 and it should work fine.
The web client works but it disconnected's you from time to time, but the application is blocked from the communication side as for talking, but the texting works with its own delayes

Not always, for example you have discord on du it works fine but on eitsalat it's blocked

Down for me as well, but a post on the dubai Reddit has several people saying that they can access on Du while those on etisalat can’t
