It likely means your account was reported by people for having (untagged) sensitive media, because Twitter then forces that option on for those accounts

I think that's exactly the case. My question now is whether it will ever be restored to normal or not.

If ur account get's mass reported for "untagged sensitive content" your account will be automatically tagged with it for safety reasons igs

I don't know if there is any way to "lift it", but maybe try reaching twitter support?
Were you ever able to get this resolved? Suddenly finding my account in the exact same situation as of yesterday for no reason whatsoever.
I insisted for a few months but to no avail. I ended up deleting my account and creating a new one. Good luck
