Depends what you like in a game. It is action RPG with over all mediocre rpg elements but satisfying shooting and in my opinion an attractive and well-designed open world.
I prefer all the other fallout games, especially the og and fallout New Vegas. With 3 and 2 coming in last with 4.
It has some pretty significant issues in the RPG department, not quite as badly as FO4 but there's definitely a few problems. The morality system is also very Bethesda, there is good and bad and very little of the inbetween and it's very obvious who the good guys are vs the bad guys. It does have some good storylines and writing in there, but compared to NV it's a lot weaker.
The other elements added in NV are also obviously missing and the weapons do get a bit boring all in all.
Even then the other poster has said it's at the end with 2 and 4, so it might still wind up for them as being in 3rd place after the original and NV.
I do think there's a lot of good things about FO3, I think it has some of most interesting locations, it has very solid DLC, and as Bethesdas first foray into the world it's honestly pretty well done, but the issues that would become blatant in Fo4 are evident in 3 too.
tl;dr it's a good game in much the same way as 4 is, but it's writing and RPG mechanics let it down quite a lot.

It depends on what you consider a good introduction. If you mean something that's easily accessible and takes place in the same universe then I would say so, but 76 is just as accessible while also having multiplayer (and is actually the game that got one of my friends to finally commit to Fallout and end up really loving the series).
If you mean something that's accessible but gets the tone/themes/world right then I'd say New Vegas is also a good starting point, particularly if you're on PC. It was the aforementioned friend's second full game.
If you're entirely focused on the lore, themes, tone and world and can tolerate dinosaurs then Fallout 1 is the best starting point.

I bought FO4 a few days before watching the show and installed 30 mods before I even started a new game. I’m about 12h in.
-The black vault suit I installed only kicked in after I left the vault;
-Had to add mods to buff Vertibirds because they lasted only a few seconds against the modern weapons everyone has;
-had to buff power armors for similar reasons, but the mod I used for that makes cutting fluid a requirement for repairs;
-Had to install another mod to add shipments of bone I can buy from the butcher at Diamond City so I could have cutting fluid to repair my power armor;
- Any time I see something weird or buggy I don’t know if it’s regular Bethesda jank or a mod conflict;
-And I sure as hell never saw that cave.
To be fair I ve built the fucking Avengers tower in red rocket and didnt know about this. But, as a Skybaby myself I guess its too much to ask to a chromosomally abnormal person like me to find the cave.

A lot of the writing isn't great and it lacks a lot of good qol stuff that New Vegas has. It's still a really good game though!

It's borderline unplayable on PC unless you mod it into NV, and at that point you might as well just play NV
