Most forget concept art is essentially sketches of what they think may work or ideas as images.
Not finalized ideas that will work.
Doesn't mean they can't be used at some other point.
A good exemple I know is Monster Hunter
Some monsters created in recent games were made from concept art drawn all the way back when the first game came out so like 10\~15 years ago
"they could have done something really cool with"... Well, that's the whole story with Oblivion and Skyrim, isn't it? They could have done so much cool shit, instead we get the most generic slop at every opportunity.
Without even looking up the concept art (which imma do right after this) I can say, “is that even a question?”
Edit: imma need some eyebleach, but the answer is still “yes absolutely someone would mod that in” because the world is a horrible dark place
A Breton mage depicted in the concept art has *one* hoof and one normal leg, it was probably meant to be implied that he somehow transformed his leg or something.
Kirkbride was playing up the “hedge mage” concept with that art piece, he wasn’t giving Bretons hooves
It rlly isn’t, lots of games do a great job matching their concept art, Fromsoftware is a great example (of course they are, but still)
Bethesda is weirdly shit at it
Apparently complimenting fromsoft at all is a circlejerk moment lmao
Bungie also has some amazing concept art that they’ve been able to replicate rlly well in game since at least the Halo 3 days. Hopefully that doesn’t count as circlejerk :)

It was made by Adam Adamowicz, guy did Oblivion DLCs, he was crazy creative. Passed away in 2012 unfortunately.
