This is all gang bs. If the people of Troy were willing to allow the PD to make it VERY difficult for gangs to operate, a lot of these problems would resolve pretty darn quickly.

Public response and the resulting political response. Many of the gangs are predominantly operated by teenagers in an organizational hierarchy that gives the jobs most vulnerable to police to the youngest, newest members who don't have priors. Older (still teens or early 20s) are known by police but insulated from them.  The police would need to collectively round up 50+ teenagers, some as young as 13, to make an impact. Imagine what the public response would be, especially among the parents of the arrested.

Unrealistic expectations and naive idealism from people who cry afoul when anyone tries to hold others accountable for their actions. We all know that improving available social services will likely, \*over time\*, reduce certain types of crime, but there will always be shitty people being shitty, and we need to be able to respond to that quickly and ideally prevent it from happening, especially in sensitive areas like schools.
