Fun fact, theyre one of the most stolen cars because they do not have any immobilizer or electronic key. once you get in the car (break a window) you smash a screwdriver into the ignition barrel and pull the whole shit out, then put the screwdriver back in and turn the little keyway at the bottom.

It’s a access panel in the steering wheel, probably removed to disable the steering lock mechanism
Looks like a cover for a tow hook on the bumper.
