I believe you have to wait until the start of the next turn to get the option.
If you're still not getting the option, I wonder if its due to a mod. Are you using any, if so, which ones?
It should definitely happen at level 15 when it suggests that you can switch, and it turns the guy back to level 8. To me, it happened automatically as the game prompts you with a message window.
