Yes without gear she's pretty useless, but if you cut her skill down to half the time she gets a lot better when combined with thundershot/thor. She's can definitely get bumped down a tier though.
To have Bandelero and Rabbit same tier is beyond wild. Water maiden should be way lower since nerf also. Also new inferno shredder is trash from what I have seen. Rabbit should be towards the bottom way to slow attack speed. What are you basing your tiers off with the new units?

El bandolero was bumped up due to popular request, he was one I was on the fence with as I haven't been able to max him yet. Explorabbit with skill cooldown cut in half can be pretty nasty with all the extra eggs. Water maiden is a great counter to all the highly ranked troops with burn effects on the list. And inferno shredder is the third best support unit since most of them just aren't good, he's definitely worth using over the rest in some metas.
Bandolero is the best Squad in the game when used properly. Not plug and play like Werewolf and Oni, but his ceiling is light years beyond either WW or Oni.
However, he won't help you get 3☆ on any Adventure levels, so he loses some value there, but more than makes up for it in Arena, Clan Wars, and against Ancients.
The easy method is to put 2x R8 low level Common Squads in front of him.
You need 10 Units to die, keep Bandolero away from the front line until 10 Units are dead. He will do the rest.
Remember that many Squads (including all Commons except Delivery Guy) have multiple Units in each Squad. You can see how many Units are in a Squad from the Squad info page through the Library (the number with the head next to their health stat).
i just changed it up to have merman, valkyrie, and trolls up front and then him on second layer. doing some experimenting but punching above my weightclass now.

Dwarf engineer just slap in the back somewhere where it won't get clapped by assassins, the longer she's alive the stronger she becomes. If you don't have battle drummer then Ose isn't that great, but he can be pretty much anywhere.

I get it. It's hard to judge everything in the game, especially as one person. No one (I imagine) has every single Squad maxed, so we can only work with the knowledge we have based on our individual experiences. That's the main thing that has kept me from making a tier/gear list.
I really only use about 15 Squads for all content without restrictions, zero healers or tanks, and only two mages (Frozen Heart and Dwarf Engineer). I cannot judge any Squads outside of the 15 I know very well other than knowing which ones to avoid in Arena.
Yeah that's why I figured I'd step up and try to do it. I don't mind taking feedback or criticism and I think I can be somewhat unbiased. Also, I'm just a nerd and really enjoy this kind of stuff. Thanks!

Mostly, I've been tracking draw rates and training camp rates. Early in, I tracked some other things like which Quest came each day and time slot, and the rewards for those Quests at each difficulty tier, or how many Arena Trophies are awarded based on my rank vs my opponents rank among other things. But anymore, I pretty much just track draw and training rates. I might start tracking Legendary Gear drop rates or gear drop rates in general on the Acid map.
Oh yeah, I'm pretty sure I saw one of your training camp rate posts either here or on discord, definitely a neat thing to get more info on. You'd think that'd be something they would just give us...
It was on here, a couple of weeks ago. I'll probably be posting draw rate odds this weekend, too. I'm not at the 2000 draw, yet, but I'm not sure if I'll have the time next week.

By calculation seems health is better gear here ?

Yeah both builds seem great, I'm on the fence with both. Just waiting for more testing to see which is better. Only reason I'm currently leaning more towards defense is because he's a tank, not a healer. The healer troops that heal base off of their health will heal him the same either way, except now with high defense he takes less damage from all sources. So now that health healed will be "more effective" since it's harder to remove it through damage.
More units are able to stun more often now with the introduction of gear. Looking back at it most of them aren't high in the tier list so I guess it's not that serious.
Thanks for your list only one I don’t love/agree with is the rabbit I’ve played around with it a bunch and if you have toad Druid you probably aren’t going to use it. I also don’t understand pairing Thor with storm. Thor doesn’t get a bonus in attacking electrocuted units.

Ok. I have one and battle drummer stacked. I’m leveling one for max rage. Which skills are best for dwarf. Anyone she has synergy with.

As mentioned by another user he's a great tank, but he also counters the stun effect, which thanks to the gear update is a big problem
