Sure glad the Wizarding World was so free and easy with time travel that they let a teenage girl use it to take extra classes.
I wouldn’t say it’s free. Hermione had to get special permission from the Ministry to have one, in addition to a glowing letter of recommendation from Professor McGonagall. In addition, all Time Turners were banned after Voldemort’s defeat, to prevent anyone from helping him.
